Moodle Workplace is the enterprise edition of Moodle, bought in the UAE through a Moodle Premium Partner. Two of them matter here. Human Logic, based in Dubai, was the first Moodle Partner in the MENA region and now holds Premium status, with separate partner entities for the UAE, Saudi Arabia and Qatar and a client list that includes Etisalat, Danone and Sodexo. Eummena is a Premium Partner with offices in Dubai and Riyadh. The platform is mature, it is open source, and buying it is a reasonable decision.
This page compares a platform with a course catalogue, which is an uneven comparison, and it is better to say so at the top than to pretend otherwise. Moodle will do nearly every mechanical thing you would ask a training system to do, and several of them better than the commercial products it competes with. The question is not whether the platform can hold a compliance course. It is where the Arabic compliance course comes from, what the certificate says about the person who earned it, where the resulting files are kept, and who carries the cost of running the thing for the next five years.

The short version
If you have an internal learning team, someone who can design and write in Arabic, and a person who will own upgrades, buy Moodle Workplace through a Premium Partner. The licence sits far below commercial training platforms, the source code comes with it, and public certificate verification and expiry tracking are already solved there at no extra cost.
If what you need is Arabic compliance courses that exist today, with identity evidence attached to the certificate and the files written into your own storage, that is a different purchase. Moodle ships no compliance courseware in any language. What you save on the licence is spent, often several times over, on authoring the content and operating the platform.

- You need Arabic compliance courses that exist now, and there is nobody internally who would write them.
- You want identity evidence bound to the certificate, a photograph taken at completion or a signed declaration, rather than a record of which login was used.
- You want the certificates and the identity evidence written into your own SharePoint, OneDrive or Google Drive, so the evidence is in your possession from the moment it is created.
- You have no appetite for owning a platform: no upgrade cycle, no plugin compatibility to test, no hosting contract to renew.
- You want the firm that authored each course named on the course and on the record, so the answer to who wrote this is a name rather than a logo.
When Moodle Workplace is the better fit
- You already own courseware, or you have the people and the budget to author it, and you want somewhere to run it that you control.
- You need one platform for everything the company teaches, well beyond compliance: induction, product training, apprenticeships, separate delivery to subsidiaries.
- You want the source code and the right to modify it, with no dependence on a single supplier's roadmap.
- Your cost model favours a low per-user licence plus internal labour over a per-course price with the labour included.
- You already run Moodle somewhere in the group, and adding compliance courses to it is a smaller change than adding a vendor.

Moodle already does most of what comparison pages try to sell
It is worth clearing the ground first, because a great many vendor comparison pages in this market are built on capabilities Moodle has had for years. The mod_customcert plugin, free in the Moodle plugins directory and in wide use for years, puts a unique code on every certificate it issues and publishes a verification page for that code. It can be configured so that anyone holding the link verifies the certificate without an account and without logging in, which is precisely what an auditor, a regulator or a bank's onboarding team wants to be able to do.
Moodle Workplace Certifications cover the other half of the usual pitch. A certification carries a validity period, recertifies the learner when that period lapses, resets the course automatically so the assessment has to be taken again rather than merely re-acknowledged, and sends reminders before the expiry date. Scoring, pass marks, attempt limits, completion reporting and audit logging are ordinary platform features. Right-to-left support is complete and the interface is translated, so an Arabic deployment is not an engineering problem.
None of those belong on our side of a comparison table and we have not put them there. If a vendor tells you that public certificate verification or expiry tracking is a reason to pay them rather than to run Moodle, they are charging you for something the open-source world gave away a long time ago.
The licence is the cheap part
Moodle's cost advantage is real and it is large. Where a commercial compliance-training platform charges per user per year for the platform and the content together, a Moodle Workplace licence bought through a partner sits well below that, and the source code comes with it. If the platform were the whole purchase, the decision would not be a close one.
The platform is not the whole purchase. Moodle includes no compliance courseware, in Arabic or in English. Somebody has to write the anti-money-laundering course, the data-protection course and the health-and-safety course, in Arabic that an Arabic-first employee will not experience as a translation, with assessments that hold up when the compliance officer is asked how the pass mark was set and why. That means a subject-matter expert, an instructional designer and a translator, or a purchase order to a content vendor, and it is normally the largest line in the project by a distance.
Then there is the running of it. Implementation, hosting, the version upgrade cycle, and the compatibility of every plugin you depend on, the certificate plugin included, against each of those upgrades. Under a partner agreement these are quoted and they recur. Handled internally they are a share of somebody's time indefinitely. Neither arrangement is wrong, and both are frequently missing from the comparison when the licence figure is the only number on the slide.
What an inspection actually asks for
The current UAE anti-money-laundering framework is Federal Decree-Law No. 10 of 2025, in force since 14 October 2025, together with Cabinet Resolution No. 134 of 2025, in force since 14 December 2025. Federal Decree-Law No. 20 of 2018 and Cabinet Decision No. 10 of 2019 are repealed. A vendor, a consultant or a course still citing those at you in 2026 is working from a superseded text, and that is worth checking before you check anything else.
Cabinet Resolution No. 134 of 2025 makes developing, implementing and documenting ongoing training a personal duty of the appointed compliance officer, and it sets no frequency. There is no onshore annual retraining mandate. An express annual duty exists in ADGM and in the Central Bank's standards for exchange houses, and extending that to every business in the country is a sales line rather than a legal position. There is likewise no express onshore retention period for training records specifically: the five-year rule covers transaction and customer due diligence records, ADGM sets six years for training records expressly, and Abu Dhabi's occupational safety framework sets five years for safety records.
For workplace safety the obligation is sharper. Administrative Decision No. 19 of 2023 requires the occupational safety record to include the training given, the number of employees who took part and the resources available for it, available for inspection on request. Read together these are record duties as much as training duties, and this is where the two products genuinely diverge. Moodle will hold the record perfectly well. What it does not publish is a way to bind identity evidence to the certificate, and no competitor we have examined publishes an option to write certificates and identity evidence into the customer's own storage.
How to buy Moodle well, if that is where you land
Go through a partner rather than a general hosting company. Human Logic in Dubai was the first Moodle Partner in the MENA region and now holds Premium status, with separate partner entities for the UAE, Saudi Arabia and Qatar and a client list that includes Etisalat, Danone and Sodexo. Eummena is a Premium Partner with offices in Dubai and Riyadh. Premium is Moodle's own designation and it is worth insisting on, because it is the part of the arrangement you can actually verify from outside.
Get the certificate configuration written into the scope rather than left as an assumption. The mod_customcert plugin has to be installed, and its verification page has to be set so that anyone holding the link can verify, including people who are not logged in, or your auditor will be asked to create an account before they can check a certificate. Ask in writing who tests plugin compatibility at each upgrade, and what the plan is if a plugin you have come to depend on stops being maintained upstream.
Then price the content honestly and separately from the platform. Ask the partner what an Arabic anti-money-laundering course authored to the current law would cost to build, how long it would take before the first employee could sit it, and who updates it when the law changes again. If that number and that timeline work for you, Moodle is a sound answer, and we would rather you bought it well than bought us badly.
Evaluation checklist
Run the same script against the partner quote and against us. Score what you are shown, not what you are told, and keep the platform question separate from the content question throughout.
- Ask who will write the Arabic courses, by name, whether a person or a firm, and get their cost and timeline in the same document as the licence figure.
- Confirm mod_customcert is in the build, and that its verification page is configured for people who are not logged in. Then test it yourself from a private browser window.
- Ask what establishes the identity of the person who sat the assessment, and what evidence of that is attached to the certificate.
- Ask where certificate files and any identity evidence are stored, in whose tenancy, and in which country.
- Get the annual cost of hosting, upgrades and plugin maintenance in writing, separately from the licence, for at least three years.
- Ask who tests each plugin you depend on against every Moodle upgrade, and what happens if one is abandoned upstream.
- Set the certification validity period, the recertification behaviour and the reminder schedule during the trial, not after go-live.
- Confirm the pass mark and the attempt count appear on the certificate itself, not only in the platform's reports.
- Ask for the completion and assessment reports as exported files, and check that they open outside the platform.
- Ask what happens to the courses, the certificates and the data if the partner relationship ends.
- Have an Arabic-first colleague sit the Arabic assessment rather than read the Arabic slides, and say whether it reads as authored or as translated.
- Ask which UAE instrument the vendor says obliges you to train, and confirm it is Federal Decree-Law No. 10 of 2025 with Cabinet Resolution No. 134 of 2025, not the repealed 2018 and 2019 texts.
Questions
Can Moodle issue certificates that anyone can verify?
Yes. The free mod_customcert plugin puts a unique code on each certificate and publishes a verification page for it, and it can be configured so that anyone holding the link verifies without an account. It has worked this way for years, and we do not present public verification as a reason to choose us over Moodle.
Does Moodle handle certificate expiry and refresher training?
Yes. Moodle Workplace Certifications carry a validity period, reset the course automatically at recertification so the assessment is genuinely retaken, and send reminders before expiry. If expiry tracking is your requirement, the platform already meets it and you should say so to any vendor charging you for it.
So why would a UAE employer not simply buy Moodle Workplace?
Because the platform is not the work. Moodle includes no compliance courseware, so the Arabic anti-money-laundering, data-protection and safety courses have to be authored, licensed or commissioned, and somebody then has to host, upgrade and maintain the platform around them. Those two costs together are usually larger than the licence you saved.
Is Moodle cheaper than you?
On licence, comfortably. On a finished Arabic compliance programme with the content written and the platform operated for you, it depends entirely on how you value the authoring and the operations, and on whether you have people who would do them. Ask the partner and ask us to price the same headcount, the same courses and the same three years, then compare the totals.
Does UAE law require annual refresher training?
Not onshore. Cabinet Resolution No. 134 of 2025 requires ongoing training programmes and makes documenting them a personal duty of the compliance officer, but it sets no frequency. How long must training records be kept in the UAE?

Keep the certificate, the module set and the score for as long as the underlying obligation runs, and longer where a free-zone regulator says so.
Can we run your courses inside our existing Moodle?
No. The evidence record is the product: the identity evidence, the module set as it stood on the day, the score against the stated pass mark, the expiry and the public verification number are held together, and none of that survives being exported as a package into another platform. If running everything in one system matters more to you than the evidence bundle, buy Moodle and commission the content.
